Error Message - Setup cannot find Office.en-us\setup.xml

Default Error Message - Setup cannot find Office.en-us\setup.xml

My customer is trying to install Office 2007 Enterprise. Regardless of
whether we do it from the physical media or the download location, he gets
the error message that setup cannot find office.en-us\setup.xml. Yet the
file is there. (Occasionally the file specified that it cannot find is
different.)

I have tried extracting the files within enterprise.exe and running
OfficeMUI.msi. Unfortunately that doesn't do anything except try to run and
then just disappears. No error. No install prompt.

He is running Windows XP and IE 7. I have him checking on his Windows
updates for XP and IE 7. So I have no idea what SP or patch level for
either.

Everything we have tried thus far has yielded no helpful results. I have
asked him to install Windows Installer 4.5 to see if that makes a difference.

Has anyone seen this issue and had success in resolving it?

We don't normally support Enterprise Versions of Office 2007 because
invariably they are used by dodgy people using dodgy software. IUf
you want your problem to be solved by a MVP (Most Valuable
Professional approved by Microsoft) then you need to pay $22.50 for
each query you raise.
