Default Page Content under the Task Pane

When I downloaded a template from the Microsoft Publisher (specifically a
real estate newsletter template) and go to change the page content (under
the task pane) to a 2-column rather than 3-column layout, the Page Content
Option isn't under the task pane as it is with a Master Set newsletter
template.

Any reason why? Please let me know if I need to clarify

Default Page Content under the Task Pane

Right click in a Text Frame Format Text Box tab Text Box dialogue
button Columns.

Templates are not Wizards.
