Default Finance Charges....

I need to set up a billing, payment(which also posts financial charges
every 30 days after the first 30)

I have the following tables:
Billing Table
[CaseNum], [Item], [Cost]

Payment Table
[CaseNum], [Payee], [Method], [Amount]

Do I need finance charge table to post finance charges to every 30
days...or what is the proper way to accomplish this?
