Default No dial tone message

Since I switched from an analog phone service to a digital one
(Brighthouse), my faxmodem dials the fax number but cannot hear the
dial tone.

Is there any way to work around this problem?

Of course not. Fax only uses analog phone lines.

Are they essential a VoIP service? Some VSP's provide Fax capability (FoIP)
using the T.38 protocol but they need to implement it and you need an ATA
that support T.38. The particular one I use in Australia supports Fax. it's
worthwhile checking if Fax is supported before signing up.
