Default TOC - Is there a one click option w/o using the control key?

I am creating a TOC for some very basic users. I need to make it incredibly
easy. Holding the Control key and clicking may not work for some of the
users. Is there a way to just highlight the item and click? I think I have
seen it done, but I can't figure it out.

Tools Options: Edit tab. Clear the 'Use CTRL + Click to follow hyperlink'
checkbox. However, you might find that you cause more confusion than you
prevent. Single-click to follow hyperlinks was the original default when
hyperlinks were first introduced into Word. It was confusing as hell and
annoyed a majority of users, which was why ctrl-click was made the default.

If your users are merely reading the document, give them a PDF.
