Default How do I disable the access key in Outlook?

How do I disable an "Access key" in Outlook? For decades now I've added a
few shortcut keys to my favorite word processor, including Alt.+ S to type
the legal symbol for "Section." But my habitual use of this keystroke
combination, Alt. S, immediately sends my unfinished email!

Outlook's automatic shortcut for sending messages is the exact opposite of
my perennial wish for a dialogue box that asks "Are you sure that you you
want to permanently send this message?"
