My bank only lets me download my account data to an excel file. Does any one
know if the xls file can be converted to an ofx (Money 2007) file?

Oh if only life was so simple!  I have the same prob, but this answer only seems to offer the reverse of what I need, ie - *.ofx TO *.xls.
