Disabled functions in Office 2003

Default Disabled functions in Office 2003

I have Office 03, SP2.

Periodically, in Outlook , I cam receive mail but cannot send, reply or
forward (or cut or copy). The relevant buttons are disabled (greyed
out).

When this happens, the cut/copy/paste functions are also disabled in
Excel, word and Powerpooint. I have to re-install Office to "fix"
this, but this has happened 3+ times already.

Any advice for fixing/preventing, or causes?

Nothing.
I am allowed to choose it, but after choosing it, I get no other
options , and no actions happen.
