IT'S ONLY THERE WHEN PROGRAM IS OPEN. YOU CAN HIDE IT WHEN OPEN BUT IT
DISAPPEARS WHEN YOU CLOSE IT

So you want an outlook icon in the notification area to use like a shortcut
in the quick launch bar?

Just put one in the Quick Launch toolbar yourself.
