Default daylight saving

when i try to add a "new all day event" i receive this message "this time is
not valid due to daylight saving time"
how can i stop it?

What date and time are you trying to make it for? If it falls during
the period when the time changes, you'll get this error. Ie, if you try
to make for the 2AM the day DST starts, it wont work since the time
doesn't exist on those dates.
