I don't see Frontpage included with Microsoft Office 2007 Ultimate. Does it
still provide the ability to create websites?

Yes and no. FrontPage is not longer being produced. It has been replaced
with Web Expressions and is not part of any Office suites. You can make a
website with several of the other Office programs but I wouldn't recommend
it. JMHO.

Actually... FrontPage was essentially replaced by Microsoft Office
SharePoint Designer 2007 (at least that's how it's identified in my list of
installed programs). But, I don't believe that SharePoint Designer comes as
a part of any of the the Office suites. I'm not quite sure why it has Office
as part of its name.

The reason it has Office in its name is that the SharePoint Server (MOSS) is a part of Office.

For a novice or casual user you may want to consider Visual Studio 2005:
Visual Web Developer Express

at: http://msdn.microsoft.com/vstudio/express/

Visual Web Developer Express is a free Microsoft download {registration
required for more than 30 day use}.

For a free alternative, try Nvu. It can be found at http://www.nvu.com
