Default how do you reset the default settings and templates for Excel

I have a new user taking over a new position and when she opens her excel and
types in a value with out any decimals.(ex; 111) and the following appears in
the cell: (1.11E-08). and then gives a value of 0.0000000111. Any suggestions
on how to reset to default book or template?

Tools--Options, Edit tab. Uncheck "Fixed decimals". If that doesn't work,
check the regional settings in the control panel.
