How do I use the colon without it converting to time. For example when I
enter 1:2, it automatically converts to 1:02?

Precede the entry with an apostrophe '
or format as text

I think you may need to set the number format for those cells to text.

FormatCellsNumber tab
Category: Text

Alternatively, the Fraction number format may work for you.
