Default Meeting update not notifying all attendees

We are experiencing a problem that when a meeting is updated with a new time
or date, not all of the attendees are notified of the changes. Some users get
the notification but not all. There are people within the company and some
vendors or customers in this meeting scenario. Any ideas?
