"All Day Event" missing Time Zone information

I think I’ve found a Bug in Outlook 2003. I’ve noticed that under the right
circumstances an “all Day Event� meeting request shows up with the wrong time
even when all the time zone settings are correct.

To do some troubleshooting, I used one copy of Outlook 2003 SP2 installed on
Windows XP SP2, and pointed to various e-mail servers using profiles. So the
sending and receiving computer is the same so it’s not a Time Zone setting
issue.

When I setup an Outlook profile using my work exchange server and send an
“all day event� meeting request to an account on a test exchange server, the
all day event comes through properly showing as an all day event starting and
ending on the same day.

But when I setup an Outlook profile using POP/SMTP and pointing to the SMTP
server on my work exchange server, and sending to an account on the test
exchange server, the meeting comes through as a regular meeting starting at
7:00 PM the day before and ending on 7:00 PM the day of the all day event.

That 5 hour difference is the difference between EST (where all of these
machines are located) and GMT.

If I open the meeting request messages using notepad by browsing to the
Exchange M: drive (I’ve re-enabled it on the test exchange 2003 server), I
can see that the messages sent using Outlook setup with an Exchange Profile
have all sorts of time zone information in them, but the messages sent using
Outlook setup with a POP/SMTP profile have virtually no Time Zone info.

Does anyone have any Idea why Outlook neglects to insert the time zone
information in “All Day Event� meeting requests sent using POP/SMTP profiles?
This problem doesn’t happen if I create regular appointments with start and
end times. They come through with the Time Zone info they way they should.
