Will 2003 office excel chart a .csv file?

Default 2003 office excel

A csv file is purely text, but if you read that data into Excel then it will
exist within Excel in the same way that it would if you had typed the text
intop Excel, so if Excel thinks that the text looks like numbers, Excel will
treat them as numbers and you can make a chart from them
