Default List numbering and continue previous list

I am trying to format heading in a document.

In particular when I go to level 2 the number start counting from the beginning. If I go to FormatBullets and NumberingOutline and Numbered Tab the option to 'Continue previous List' is grayed out and set to restart numbering.

Why is this locked? How do I unlock it?
