"Misapprehended?" Your question remains patently unclear. The To: button
invokes the Outlook Address Book, which is and always has been the only portal to the electronic addresses contained within your Contacts Folder. Seems to suffice for everyone else. Not easy.
Your instructions say to find another post with instructions, which takes me to a KB article telling how to enable oab service, which I did; then to right-click properties show this folder as address book, which I did; I ASKED HOW TO CHANGE what the TO icon invokes. I don't like the goddam friggin oab with its teeny little list that partially shows names and cannot be configured to show which address of several. I don't give a RAT'S A$$ if it's "good enough for everybody else." And as for invoking Contacts folder instead of address book, when it's impossible, you say, to invoke Contacts instead of address book ... well, that's a conundrum, wouldn't you agree? I bet you tell your kids "just because everybody else is doing it doesn't mean you should ... if everybody else jumped off a cliff, would you do that too?" And BTW, instructions and explanations that work for ONE person do not necessarily work for another, chiefly because DIFFERENT PEOPLE HAVE DIFFERENT LEARNING STYLES, or did you miss out on that someplace? Clear as mud. And the KB article doesn't help because my OAB is already configured like that. settings are as you described. It still brings up the address book from the TO icon. Apparently there's no other option for brining up the Contacts folder from the TO icon instead.
