Default Can I create Powerpoint templates that are "locked?"

I would like to be able to create a Powerpoint template for my company that
is "locked," so that the Master page cannot be altered. Users of the template
should be able to insert content or change the page layout, of course. But
the master page elements should not be accessible for changing.

You can't really do this but you can create everything that will be on the
master as one image and insert it as a background. This will be very
difficult to modify.

You can easily create the image by making a blank layout slide adding the
features to be on the master (except text boxes) and save as save as type =
jpeg

As far as I know this cannot be done in PowerPoint.
