Default MS Excel Office 2007 Percent Chart is WRONG

On a line chart, the plots are all about 30 points lower than what is shown
in the data source. The source is a percent chart. Please advise.

Post back with a sample of data pasted into your response (text only, no
attachments). What version of Excel?
