Default Error 1310 Verify that you have access to that directly

OS platform is winnt 4.0 High Encryption(128-bit) Chinese version, service
pack 5, IE 5.5. logged on as Administrator. When i attempted to install
office 2000 premium , it appears "Error 1310. Error writing to file
c:\winnt\system32\odbcint.dll,verify you have access to that directory" . I
think "administrator" has enough permissions to all the necessary folders on
the server. How to resove that problem?

SYMPTOMS
When you attempt to install one of the products listed at the beginning of
this article, you receive the following error message

Error 1310. Error writing to file: file name. System error 1307. Verify
that you have access to that directory.
where file name is the path and file name for a Microsoft Office file, for
example:

Error 1310. Error writing to file: C:\WINNT\system32\C_1252.NLS. System
error 1307. Verify that you have access to that directory.
-or-

Error 1310. Error writing to file: C:\WINNT\system32\FM20.DLL. System error
1307. Verify that you have access to that directory.

CAUSE
This behavior can occur when you install Microsoft Project 2000 or
Microsoft Office 2000 by means of a Microsoft Terminal Server session in
which the system account does not have full permissions to all the
necessary files and folders on the server. This behavior can also occur
when the Windows Installer becomes unregistered during the installation
process.

RESOLUTION
To resolve this issue, use either of the following methods.
Method 1
Install the product by logging on directly to the server that contains the
installation files, rather than by using a Terminal Server session. (Log on
locally to the Terminal Server console.)
Make sure that the System account has permissions to all the necessary
folders on the server.

NOTE: During the installation process, Windows Installer uses the System
account to access all the necessary files and folders.
Method 2
Unregister and reregister Windows Installer. To do this, follow these
steps:
Click Start, and then click Run.
In the Open box, type msiexec /unreg, and then press ENTER.
Click Start, and then click Run.
In the Open box, type msiexec /regserver, and then press ENTER.
