Formatting aplied to single line changes entire document..

Default Formatting aplied to single line changes entire document..

I've been applying formatting to a single line in a
document. For example, I have a bulleted list, and I
would like to increase the indent of a single line. I
move my cursor to the line I want to indent, select
the "Increase Indent" button on the Formatting toolbar.
The entire document then has the "Level 2 Indent" look.
It doesn't appear to change the style, instead it just
seems to apply the formatting to all the text not already
in a list format (e.g. Headings aren't changed, but Table
Text is)

Any suggestions on how to prevent this or turn it off?
I've never seen this before in previous versions of Word...
(I'm using Word 2003 11.5604.5606)
