How do you move rectangle behind a button

Default How do you move rectangle behind a button

I have a form with several command buttons on it. I want to put a
color-filled rectangle behind them. When I make the rectangle, it's in
front and covers the buttons. I can't seem to find a "send to back" or
arrange command. How do I do that. The Tab order doesn't list the
rectangle.

Select the Rectangle.
Then click Format + Send to Back
