Default Underline Accounting

How is a good way to make the underline accounting underline the WHOLE
cell? for instance -
i want 4.0% to be

______4.0%_
not _4.0%_

i've tried
_(* 0.0%_)

but that leaves me with
_____________4.0_ %

Have you tried using the FormatCellsBorders route?

But a border on the bottom edge of the cell instead of trying to underline
the cell's contents.

I'm trying to avoid the border route because then i have to put a
crapload of spacer colums to prevent the underlying from running
together. AND SPACER COLUMNS ARE EVIL (sorry personal opinion -
they make pasting formulas a crappy process)
