Default Installing MS Office Converter Pack

I am trying to install Office 2000 in a Windwos 2003
Terminal server. My understanding is that I should first
install the MS Office Converter pack and after this is
done I should use this package to install the Office
software 2003.

When I tryied to install the Office converter pack I
receive an error:

"Microsoft Office Converter Pack did not detect Microsoft
Office 4.x, 95, 97 or 2000 on your compter. Setup will
now quite"

And from here the installation is aborted.

Could you please provide any information on how to do
this? Am I doing something wrong?

Thank you very much for your help!

My understanding is that a version of Office is required to be installed,
prior to installing Converter Pack, unless of course this applies;
