Publish as Wed Page

Hi,
I am trying to publish a worksheet on the intranet at work as a htm file for
others to view but not edit. My problem is when I goto FileSave as Web Page,
the Publish button is missing. Is there an add-in I need in Excel 2003 to
have this feature?
