Default Outlook 2003 Won't Open/Re-Open

I am running Windows 2000 Professional with Microsoft Office 2003. The problem is with Outlook 2003. Here is the problem.

I go to login to the network. Login successful as usual. Then I open up Outlook, and it pops up with a message saying--- "Outlook failed to start correctly last time. Starting Outlook in safe mode will help you correct or isolate a startup problem in order to successfully start the program. Some functionality may be disabled in this mode. Do you want to start Outlook in safe mode?" That is what is says.

I click no, and Outlook starts just as usual...normal. I go to close Outlook. Then I go to re-open Outlook--- Double click on icon on desktop. My mouse pointer turns to a pointer with an hourglass on the side of it for about 3 seconds, and then the pointer turns back to a pointer. Outlook never opens. I go to click it again, same exact thing. By the way, this happens the same way if I say yes to go into Safe mode.

However, I do notice when I closed down Outlook, the icon still remains in the taskbar by the clock. Usually it is supposed to disappear. That's what I thought. Anways, If I double click on that icon, a bubble pops up and says: "Outlook is not responding. If you are using an Exchange Server Email Account, you can cancel pending server requests by clicking the Outlook icon in the notifiactions area, and then clicking Cancel Server Requests on the Shortcut Menu.

I don't know where the notification area is. Also, all connections to the Exchange Server are fine.

Things I have tried:
1. Uninstalling and reinstalling Outlook 2003.
2. Uninstalling and reinstallling Microsoft Office 2003.
3. Go to the command prompt and type in C:\program files\microsoft office\office10\outlook.exe /safe
4. Detect and repair.

I don't know what to do. I know there are many posts on this site saying Outlook won't open. I have looked at those but none help me. I do not have WinFax installed or anything.

If someone can help me, I would really appreciate it. Thanks.
