"Continuous section" is moving me to next pg. every time :-|

Default "Continuous section" is moving me to next pg. every time :-|

I'm editng in a document with footnotes (which may be a complicating issue),
and everytime I try to mark a new section as "continuous," the material jumps
to the next page. The only reason I'm marking these sections is so I can have
the headers reflect the section titles. If you can't help with the
"continuous section" issue, is there a way I can rig the headers to
accomplish the same goal?

You don't need section breaks to have section titles in the header (see
http://sbarnhill.mvps.org/WordFAQs/StyleRef.htm), but also see “Section
break causes an unexpected page break in Word” at

on.
