We have a number of PCs in the office that fail to display the "you have
mail" icon in the task bar when new mail arrives (note : we do not have
sounds activated on any machine)

Is there a setting or switch to enable this facility?

New Mail notification is enabled by default.

Try disabling/uninstalling any anti-spam applications as well as email
scanning by the anti-virus application.

The notification icon for new messages in the status bar and "Play sound
when new messages arrive" features of Outlook Express may not work
successfully with Trend Micro Anti-Spam installed.
