Default outlook 2007 purchase as a standalone product?

I too purchased Home&Student 2007. It is interesting that it highlights the
useful features in OneNote that can be combined with Outlook, yet in the UK
there is no option to purchase Outlook as a standalone product - even though
it is available in the USA. I wonder why?
