Default Attachments removed by Outlook Express

I recently installed Office 2003 and use Outlook 2003 as
my mail client. When I send an email with an attachment,
recipients using Outlook Express do not get the
attachment at all. It doesn't seem to matter what type of
attachment. This is not an issue of OE blocking the
attachment because it is unsafe. My Outlook 2003 shows
the attachment on the sent email. If I send to someone
using Lotus Notes, the Notes client receives the
attachment. I found KB article 290809, and it sounds like
my problem, but my message format was already set to HTML
as recommended. If I use Plain Text format, the
attachment works, but I don't want to use plain text. I
had no problem with this using Outlook 2000. Please help!!

"Attachments removed by Outlook Express" is completely wrong; mail clients
do not remove attachments. If this isn't caused by the security setting of
MSOE6 (Tools Options Security, uncheck the "access" box), then MS
Outlook Express is creating a MIME type that MS Outlook Express doesn't know
how to display. I don't know what settings might need changing in that case;
I don't have MS Outlook, so I can't test configurations. The only other
thing that I can think of is to have the recipient check Tools Options
Read, and see if MSOE is set to "Read all messages in plain text".

If I use Plain Text format, the
attachment works, but I don't want to use plain text. I

Hmmm. Well, what would you do if one of your recipients is using a mail
client that won't render HTML? There are people who prefer such a mail
client.
