Default Newspaper columns in a report

I used page setup to put multiple columns on a single page. However the
columns do not come out even. Can I set it so that the columns are specfic
to a section?

All of the output columns likely are all in one section. Did you try using
"Across, Then Down" instead of "Down, Then Across" for the column settings?
That will give you better uniformity on the column heights.
