Default My heading rows in table will not repeat

I have used the "heading row repeat" option for tables in Word for years. It
will not work this time. I simply want 2 rows to repeat in one table. There
is no page break. I have explored all options that I know. Suggestions???

And the table is not wrapped (text wrapping is set to None on the Table tab
of Table Properties)?
