Default DB read only - Access 2007

Why is my new database read only after closing it for the first time? I
cannot find any settings which show default of read only? Thank you.

A database can be marked read-only in Windows, or by copying it to a
CD and back to a hard disk. Right click the filename in Windows
Explorer (My Computer), view its Properties, and uncheck the Read Only
checkbox if it's checked.

If it's not, please describe how you concluded that the database "is
read only".
