Default Regsvr32.exe VB script.dll and frmcache.dat

I am trying to configure Outlook (student version 2003) and the first time i
opened it the wizard came up to set up account, but since then, every time it
comes up with:

Failed to register a VB Script DLL. Reinstall or run Regsvr32.exe
Vbscript.dll to self register. The form cache file 'C:\Documents and
Settings\Application Data\Microsoft\FORMS\FRMCACHE.DAT' is not valid. Contact
your administrator.

once i click this another alert come up saying 'The operation failed' and
once this is clicked it closes Outlook so i cannot access it at all. I have
looked up similar threads on here and have tried everything they have
suggested but nothing has worked.

I have run Regsvr32.eve Vbscript.dll and it says 'DllRegisterSerevr in
Vbscript.dll succeeded' both through run and through DOS but this makes no
difference. The file FRMCACHE.DAT does exist on my computer (although the
last half of the filepath is hidden so took me a while to realise this but i
am not sure what needs to be done to solve the problem. I have uninstalled
and reinstalled Outlook twice but it still makes no difference. Any help
would be very much appreciated!

I have been experiencing the same problem and have tried all of the fixes
suggested. I note that most of the suggestions are refering to versions of
Outlook prior to 2003. I have spent hours searching the Microsoft Knoweledge
base but they don't seem to acknowledge any problem or offer a solution.
This is getting pretty frustrating. I am running W2K OS with all the updates
which Office 2003 is supposed to work under. I had no problem installing on
the XP OS.

I am not getting any reference to FRMCACHE.DAT , just the first part about
"Failed to register a VB Script DLL. Reinstall or run Regsvr32.exe
Vbscript.dll to self register"

Help!
