Default restrict editing of past events in public calendar

We have a public calendar that everyone posts their
vacation days to. When the day has past our bosses do
not want those events edited or deleted. They do want
users to be able to edit the future days.

Is this possible in one calendar?

Not really. However you could move the old appts to a sub
calendar folder in the pub with permissions turned to review
only...
