Publisher has very little flexibility for this kind of work, it can be done but not
well. However if this is the only application you have...

Do you want the image to fill the whole page? Any single image by itself will look
cut-out. In Corel I can make a photo look the way your test image appeared, distorted
and stretched. It is a normal Paint effect. In Publisher I have to fake it. I can
distort an image and curve it. Why I would want to is another subject.

I wouldn't want to do it...that was just the request
of the OP. The sample I posted is a panorama that
is actually bent...and no doubt...a *bent* image would
be distorted.
