what does the file "psc.exe" do.

Default what does the file "psc.exe" do.

I have a virus in this file, but don't want to delete it if it runs a
specific program. file is located in my win32 directory

Assuming your AV app. found it, delete it.
Just because its located in the win32 dir. doesnt mean its a win process.
