Unwanted blank page

I have a report header that I want to print on a
page by itself. I've set the report properties so
that there's no page header or page footer and
so the report header page prints properly.
However, I can't find what is causing a blank
page to come out before the report header
page.

What might have done to cause the blank
page?

Just needed to tweak the report-header height
versus the report page setup... I thought that
was okay to begin with, but I had to make the
overall height of the report header a couple of
tenths less than what one would normally expect.
Namely topmar + botmar + hdrheight = pageheight.
