What's the best way to handle this situation:

Let's say I have a long document with Heading 3 being a.,b.,c., etc. All
but two or three of these headings have an introductory title such as,
"Warranties and Representations," or something like that to go along with the
heading number in the TOC, after which I could place a hidden paragraph mark
to prevent the body text from appearing; but the two or three paragraphs in
question have only an "a." and then go straight into a paragraph with no
introductory heading. What I've been doing is just erasing that paragraph
from the TOC when it appears, but I don't feel as if that's the answer
because people on the other end might get a surprise when making edits and
updating.

How would you handle that situation? Is there a field code that I can use
to omit both the paragraph and the heading number in such cases since just
having an "a" is obviously no good?

You could create an additional paragraph style based on your numbered
heading; it will then follow the heading numbering, but it won't appear in
the TOC, assuming that you set the "outline level" to "Body Text."

And if you need it to be all on one line, you insert a Style Separator
between the Heading and text.
