Default Locking section breaks to page

Is there any way of locking a section break to a page? So that if you copy
and paste text in above it, it doesn't move?

Where do you want the extra text to go? If the text in a section expands,
then the section break moves down to accommodate it. Text cannot flow over a
section break.
