These are for Word, but they will give you some insight:

Bulletins are pretty straightforward. Do you have a previous bulletin that you can
use as a guide?

Office templates also have newsletter layouts, many Publisher. They could be adapted.

What version Publisher do you have? In the file menu, click new, look through the
templates that Publisher provides, you could adapt one of those.

What instructions did you have from school?

Whatever they were, I bet they didn't include having someone in a newsgroup
do the research for them...

I wonder how much attention the OP was paying in class. Seems odd that an
instructor would tell them to create a bulletin but not explain anything
else.

Precisely. I think what I should have said was 'you refer to your carefully
taken notes'... ;o) eg Why should we assist them if they weren't paying
attention. If they get an F it's not our fault, now is it...? I say let them
figure it out for themselves...

I'm going to go snow skiing. But I don't know what snow is and I don't
know how to ski. Can anyone help me? Is there a template for this?
Please don't suggest I read the help files - I graduated from snow
skiing school.

First lesson - make sure you are wearing the skimpiest thong you can buy.

JoAnn,

I've worn thongs before, but they went on my feet. How do I get the skis
on over them? This isn't listed in the help topics either.
