Default How do I make footnotes always appear on the same page as the ref.

In my office we use footnotes constantly. Regardless of whether I choose to
place the footnotes at the bottom of the page or at the end of the text, Word
often places the footnote on the page following the reference number. This
is unacceptable. I have attempted to use the "trick" of pressing Enter at
the end of the footnote and this will work sometimes, but when the document
is e-mailed and printed by another office, this doesn't always work out.
What is the answer? How do I make the footnote appear on the same page as
the reference number every time?
