You don't show a SMTP server is even configured.

Is that the complete error message? Go to Tools | Accounts | Mail |
Properties and under each tab, enter the information you are missing.

There is no host called "smtp". You haven't correctly specified the mail
hosts by their IP name in the e-mail accounts defined in Outlook. Follow
the instructions by your unindentified e-mail provider as to what settings
to use, including use the hostnames that *they* specify for their mail
hosts.

It would have been better that you copy/paste the error message rather
than retyping it.

I'm guessing that the server wasn't just "smtp" or else you would have
gotten a different error message. And 0x8000cc05e has too many
characters. It was probably 0x800CCC0E

Since the account is named "http" I'm guessing you have a Hotmail
account that you've converted to POP3. You ISP likely doesn't allow use
of port 25 with external SMTP servers and you'll need to use another
port (587)
