If you are asking about website frames....Publisher doesn't do frames. You
can manually insert an iFrame with insert HTML.

If you're asking about on paper...look for help on borders.

If you are looking for a page border, you'll need to create a Rectangle
(on the toolbar) wherever you want the border, and then set the line
style to whatever you want (thickness, BorderArt, etc.)
