Hi I'm trying to produce birth annocuments paper size is 16.6 by 10.9.

This is to be folded in half to go in card. I have a verse for the left
side of page and babys name dob etc to go on the right. i have set the
document up and tried to print but prints halfway across page.

Does your printer driver offer this (or a larger) page size as an option?
You can only print what the driver will allow. Most drivers are poor with
custom page sizes so where you have such a page size it is better to use the
next larger standard page size and make up the difference with margins.
