Default Scanning photos into publisher

I have Publisher 98 and it won't let you put a frame around
the picture you scan into publisher. I want to know if a
later version of publisher would allow you to do this &
would the scan quality be any better than in 98. Thank you!

Have you tried using whatever software came with your scanner? I prefer to
scan my photos in first, tweak them with Photoshop Elements, and then insert
them in Publisher.

Default Scanning photos into publisher

You would be better served to scan the image, save it, then insert it into Publisher.
Publisher 98 will allow you to put a border around the image doing it this way.

Yes I tweak them in Photoshop Elements, but when I insert
them into publisher there are very blurred, not clear at
all. Thanks!

What resolution are you scanning your images at? What format are you using?

Try using a higher resolution on your scanner
And make sure you don't save as GIF or JPG.
I recommend TIF or PNG.
