Default Pop-up window for interactive flowchart

Is the following (or something close to it) possible?

Create a pop-up window that displays when you click a shape (or button next
to a shape)
Include hyperlinked text in the window.

Yes ... you'll need to program it.
Do you have any experience?

Or use the multiple hyperlinks (CTRL+K), or Actions section of the
ShapeSheet for right mouse items, or add to SmartTag buttons.
