Default I have data on CD how do I load into Business Contacts?

I have exported my business contacts onto a CD-ROM, now I would like to load
that CD data onto another computer in Outlook Express 2003 Business Contacts.
How do I do that? I have tried all of the help options and I get a message
that I don't have permission to do.

Thanks in advance for your help in this matter.
