Default Schedule Meetings and Automate Response

I am looking to create a user account that is for a
meeting room. I want people to book the room like that
based on availability. It works fine, when I have a PC
dedicated to this ficticious person "Board Room". It
will auto-respond to the sender either accepting or
declining, if the room is free or not.
Is there a way to have this work without Outlook running
all the time on a dedicated PC? Thanks.
